What the score measures, and what it does not
It measures (A) what the seller itself discloses to a buyer before payment and (B) what of that, and about the seller, is confirmed in the country's official registers as of the date of the check.
It does not measure or assert construction quality, returns, reliability as a property of a company, intentions or the honesty of people. Buyer reviews are not scored. A low score means little was disclosed and little could be verified; it is not a statement that the developer is bad.
No person reads a seller's pages or a register for this site. Points come only from a published mechanical test — a pattern on the seller's own pages, or exact equality with a register record. Anything that needs a reading of meaning is shown on the card without points. No red flag is published; a card that would need a person's review is held and not published.

The roster is the first 25 builders by active projects in a public directory of Sofia new-build projects, taken before any collection, after a mechanical gate: at least one active project with an address in Sofia, not described by the directory as an agency or intermediary, and a site that answers. The directory page is stored with its date and hash, and every card cites it.
Money
Nothing is taken from a developer: not for listing, not for confirmation, not for leads, not for consultation, not for advertising. There is no card merchant. This is recorded in the machine-readable methodology as an invariant. A check ordered by a buyer for their own purchase is sold to the buyer and changes nothing on a card.
Sources and what they may demand
Every source records what it demands of the person asking. Only the first two levels may feed a card; a source that costs money or identity is not used at all, and the axis it would have fed leaves the country's denominator.

Which countries can be rated
A country enters when a free register of companies and a free register naming who built a finished building both exist at identity level an e-mail login, no documents or below, and at least 60 % of the Layer B points it could offer are collectable free and anonymously, attributable completion among them.
Disclosure — what the seller publishes (35 points)
Read from the seller's own site by a fixed crawl: the home page, the sitemap, the pages the home links under the words a buyer looks for (terms, contract, about, projects, prices, contacts), and the price responses those pages load — up to thirty pages, re-read in a browser when a page carries almost no text. Each criterion is a pattern test with three states: published (the pattern fired — a whole sentence quoted, with URL, copy and date), not published (the crawl ran and the pattern fired on no page — a fact about publication), and not read (the crawl did not happen; such a card is not published).

Two things a seller publishes are shown on the card without points, because reading them needs judgement: a statement of payment protection, and a list of finished projects.
Public record — what the registers show (24 points in Bulgaria)
Read from official registers only, and only for a seller identified by the registration number it publishes. Every comparison of a name with a register runs on normalised names and full equality; a register that searches by a fragment is filtered to full equality before a count becomes a fact. An axis with no register in the country is excluded from the denominator for every seller. Not found is 0 points — recorded as not found, never as absent.

Composite, checked and confirmed, states, bands, rank
Two numbers describe how complete a card is. Checked measures us: the weight of criteria and axes in a determined state — published or not published, a register record, a search that found nothing, an input the seller never published, or a source that refused three dated attempts over a week — divided by the points available. Only an item we have not read is undetermined. A card is published only when checked is complete, whatever its state; until then it is not published at all.
Confirmed measures the seller: the weight of public-record axes a register answered with a record, divided by the points available in the country. It is shown next to the rank and changes nothing in the score.

A missing layer is not normalised away: a seller whose entity is not named cannot score above 20.

Fixed wording
The templates for a negative finding, the disclaimers, the band names and the label for an unidentified seller are fixed strings: English is the normative original, the market language carries an approved version. Each is listed in the allowlist of approved strings by its hash; a change goes through the changelog. Where they differ, the English text governs.

Held cards
A card whose company, or a company the register links to it, is not active in the register, or against which an insolvency proceeding is open, is held: it has no page, no row and no notice, and it is counted here. Held now: 0. No red flag is published on this site, and no penalty is applied: a flag needs a person's review, and no person is in the pipeline. A negative statement about a company is never published without one.

A fact past its window is marked "may be out of date" on the card. The seller's site is also re-read on every challenge.
Identification and related companies
The registration number the seller publishes on its own site is the only key. Without one, the seller is scored on disclosure alone; similar or identical names are not searched in the register. Every comparison of a name with a register runs on normalised names — Unicode normalisation, Latin look-alike letters to Cyrillic, quotes and dashes unified, the legal form abbreviated — and full equality; a fragment of a name never matches. A related company reaches a card only through the register: named by the seller and found there, or sharing two officers or a shareholder with the seller. People are not published: names of directors, shareholders and beneficial owners are processed for linking only and reach no page, feed, export or structured data.
Every fact carries its source, the date it was retrieved and the hash of the document. A link is published only where a plain request repeats the answer; a register that keeps a search in a server session is cited by its search page, the exact query as text, and the hash and copy of the answer.
Right of reply, corrections, removal
The form is "Challenge this fact": a fact id, the value the challenger holds to be correct, a document, and a representative reachable at the company's own domain or its registered address. Acknowledged within 2 business days, decided within 10. Three outcomes and no fourth: corrected (a public log entry — before, after, basis, date); removed with a notice ("Card removed at the company's request on {date}. Methodology unchanged."); not substantiated (the reply names the document that would substantiate it). Scores are not discussed; nothing changes a score for money; no consultation is given to developers.

Scores change. Only what a published mechanical test establishes now earns points; anything that needs a reading of meaning is shown on the card without points.
Disclosure, 35 points. Five criteria, each a pattern on the seller's own pages: the registration number on the seller's site, confirmed by the register (12); a building-permit number with its date (8); a delay penalty stated as a percentage per period (6); prices for at least three units (6); a parent company the register lists as owner and the site names (3). A statement of payment protection and a list of finished projects are shown, not scored: whether a sentence promises a bank guarantee, or whether a list is a list of finished buildings, is a reading no pattern makes safely.
Public record, 24 points in Bulgaria. Age and status of the company (6); a commissioning certificate whose employer is the seller or a company linked to it in the register (12); the permit the seller publishes, found in the register with the same employer (6). Capital and insolvency entries are shown, not scored: the capital axis was zero for almost every seller and the insolvency axis gave every seller the same points.
Identification by number only. A seller is identified only by the registration number it publishes itself. Similar names are no longer searched in the register, and a register count is published only for the exact legal name, never for a fragment of it.
Unchecked and held cards are not published. A card with any unchecked item is not published, in any state. A card whose company, or a company linked to it, is not active in the register, or is in insolvency, is held and not published; the number of held cards is on this page. No red flag is published: a flag needs a person's review, and none is in the pipeline.
The card surface. The rank is on every card, in the title and the first line, with the score and the date; the seller's projects are listed; nothing on a page is an internal identifier.
Cards that moved. The rebuild of this register under this version lists the cards that moved below, once recomputed: sellers that publish no registration number move to disclosure only; points earned for advertising dates, slogans, headings and lone numbers go; sellers whose sites had not been read leave the register until they are.
1.1.1 — 2026-09-11
No weight, threshold, rubric or flag changed; no card's points moved. What changed is who may be shown, how the gap in a card is measured, and how the site's fixed wording is guarded.
Two numbers instead of one. A card used to carry a single coverage figure. That figure counted a seller's own silence as our gap: a seller who publishes no prices closes the capital-to-scale axis, a seller who publishes no list of finished buildings closes the completion axis — and both pushed the card out of the rating, so the least transparent sellers dropped out entirely. The opaque seller must never come out ahead of, or vanish beside, the transparent one. From this version "checked" measures us — did we finish every check the country's registries allow — and must be complete for a card to be published; an axis closed by the seller's own non-disclosure, or by a registry that would not answer three dated attempts over a week, counts as checked with zero points. "Confirmed" measures the seller — how much of the public record a registry actually confirmed — and is the figure shown next to the rank.
Unfinished cards are not published at all. No page, no row in the table, no sitemap entry, no notice. A notice is a publication too.
The fixed wording is guarded by its hash, and the lexicon matches whole word forms. The approved templates, disclaimers, band names and policy texts are listed by hash, so a forbidden term inside our own approved sentence cannot fail the build and cannot tempt anyone to rewrite the sentence around the gate. The forbidden-word list matches word forms, not substrings. A forbidden term inside a quotation from a seller's own page drops the quotation and keeps the evidence — the criterion still scores, because the fact rests on the URL, the date and the hash, and the quotation was only ever a display. Bulgarian versions of every fixed string are approved and used verbatim; English stays the normative original, shown once on the methodology page.
A link to a related company is a fact, with its own id. The continuity axis pays for "linked in the register to the disclosed group", so a link without a fact behind it was a score derived from nothing. Every related company on a card now needs a register fact on the seller's record — the related company's number, registration date and status, and the counts of shared officers and shareholders, never names — or it is neither scored nor shown.
Officers' names are stored as salted hashes. Linking needs only equality, so the data holds a hash of the normalised name, never the name.
The wave gate. A wave is published when six listed conditions are met, and a person is not one of them.
The roster is picked by market presence and frozen before collection. Twenty to thirty sellers, chosen by how much they build in the city, written down with source and date before any collection starts. Picking by what we had already collected would rank only the sellers who disclose.
Money, stated at its real edge. Forbidden: payment from a rated company, from its broker or agent acting for it, or any payment that changes what a card says. Allowed and said plainly: a check commissioned by a buyer for their own purchase; labelled advertising by services that sell to buyers (lawyer, notary, escrow agent, surveyor, mortgage broker), only on the guide and check pages and never on a rating page, the index or a card; licensing the dataset. The offer is live from the first wave.

Three things changed, none of them a weight.
Where a fact may come from. Every source now carries what it demands of the person asking: nothing, an e-mail login, a card payment in the payer's name, a resident's electronic identity, or a visit in person. Only the first two may feed a card. A paid extract or an e-ID login leaves a record of who asked about which companies inside the country where those companies live — the one trail the publisher's whole design is built not to leave. So a source that costs money or identity is not used, and the axis it would have fed leaves the country's denominator, exactly as if the registry did not exist. No seller loses points for it. A paid document exists in one place only: the check a buyer orders for their own purchase, obtained by the buyer.
Which countries can be rated. The entry test asks two questions: is there a free (or login-only) register of companies, and is there a free register that says who built a finished building — not just that a building stands at an address. Court portals no longer gate admission: courts left the score in 1.0.0, and what cannot move a score cannot decide a country. A country passes when at least 60 % of the public-record points it could offer are collectable free and anonymously, completion with attribution among them. Bulgaria passes, Sofia first: the municipal commissioning register names the employer of every finished building.
One new row in the insolvency entry. An insolvency proceeding that ended because the company performed its agreement with creditors, every resolution dated in the register, counts as no proceeding and raises no flag. It is shown on the card with its dates and case number. Without this row a company that went through insolvency and paid everyone back would read like an opaque liquidation for ever — the transparent loser to the opaque, a confound this methodology already removed twice.
