This site is published under its own name. It has no legal entity and no
commercial relationship with any company it rates. Where advertising appears,
it is marked as such, it is never sold to a company we rate, and it never
appears on a rating page.

What this site is
Offplan Record publishes a rating of companies that sell homes before they are
built. Each company is measured on two things and nothing else:
1. what the company itself publishes to a buyer before payment, and
2. what the public registries of the country record about it, on the date we
looked.
Every number on a card is produced by a published rule from facts. Every fact
carries its source, the date it was retrieved and a hash of the document it came
from. The full rule set is at https://nazelenoinfo.com/method/ and it is versioned: when it
changes, the change is written in plain language in the changelog, together with
which cards moved and why.
What we do not do
We publish no opinion, no editors' picks and no selections of any kind. No
person writes a sentence of judgement about a company anywhere on this site.
A low score means that little could be confirmed in public sources; it is not a
statement about the quality of a company or the intentions of the people behind
it. "No data" is never treated as a negative finding and never lowers a score.
We do not publish the name of any natural person — no director, no shareholder,
no beneficial owner — on any page, feed, sitemap, structured-data block,
changelog or data export. Registry records about people are used only to link
companies to each other, and only as counts.
A negative statement appears on this site in two situations only: a claim the
company published itself is contradicted by an official register, or an official
event has become final. Both require a source from a state register, a stored
copy or hash of the document, and review by a person before publication. Press
reports, user reviews and ongoing proceedings without a decision never produce a
negative statement or affect a score.
Money
We take no money from a rated company, from its broker, or from anyone acting
for it — not for a listing, not for a verification, not for leads, not for
consulting, not for advertising. There is no way for a company to change its
score by paying, and no way to buy a position, a segment or a mention. This is
a rule of the method, not a policy we can waive for a case.
What we do sell: a check of one developer commissioned by a buyer for his own
purchase, and advertising space to services that sell to buyers — lawyers,
notaries, escrow agents, surveyors, mortgage brokers. Those advertisers are
never companies we rate and never act for one; their advertising is labelled
and appears only on the guide and the check pages, never on a rating page, the
index or a card. We also license the published dataset. None of this changes a
single value on a card.
Sources
Layer A comes from the company's own site and materials. Layer B comes only from
state registers and regulators. Listing aggregators are used to build the roster
and for market price levels. User reviews are shown where available and are not
scored.
Errors
We expect errors and we publish them when they happen. Any fact can be
challenged at https://nazelenoinfo.com/challenge/ with the fact id and a document. We acknowledge
within 2 business days and decide within 10. Outcomes are: corrected, with a
public entry in the corrections log showing before, after, reason and date; the
card removed with a visible note; or not substantiated, in which case our reply
names the document that would substantiate the claim. We do not silently edit a
card and we do not silently remove one.
Language
The English text is the original. Local-language pages carry a fixed translation
of the same statements; where they differ, the English text governs.

No revenue from the companies rated
No money from the companies we rate
This project takes no payment from a rated company in any form: no listing fee,
no verification fee, no lead fee, no consulting, no advertising. No score, rank,
segment or mention can be bought. There is no card merchant. If a paid service
for buyers is offered, it is bought by the buyer and it changes nothing on a
public card.

Short version: we publish no personal data, we sell nothing to anyone, and we
run no cross-site tracking.
Data about people in public registers
To link a company to the other companies of its group, we read officer and
shareholder records from public commercial registers. This is the only reason we
read them. These names are never published — not on a card, not in the sitemap,
not in structured data, not in the changelog, not in the data export. Wherever
only a comparison is needed, we store a salted hash of the normalised name
instead of the name itself, and a card shows nothing beyond a count, for example
"2 common officers". We process this data to publish information of public
interest about companies, and we keep it no longer than the linking work
requires.
If you believe we hold data about you, or you want it corrected or erased, write
to [email protected]. We answer within 30 days. One limit, stated plainly: a
record that exists in a public register is a public record — we cannot remove it
from that register, and our copy of the surrounding company facts stays as
evidence for what we published. Your name is not on our pages in the first
place.
Visitors
We count page views with self-hosted analytics. No cookies are set, no
advertising or cross-site identifiers are used, and no visitor profile is built.
We see page-level counts, not people. There are no third-party trackers, scripts
or fonts loaded from other companies on these pages.
Forms
The correction form collects what is needed to process a claim: the fact id, the
value you say is correct, your document, and a contact address for the company
you represent. We use it only to answer you and to write the public corrections
log entry, which names the company and the fact, never the person who wrote to
us. Correspondence is retained for 24 months after the case is closed.
Who sees this data
Only the operator of this project. We do not share it, sell it, or hand it to a
third party except where a binding legal order requires it.

Evidence retention
How we keep evidence
Every number published on this site can be traced back to a document. This page
says what we keep, for how long, and what we will show you.
For each fact we store
the identifier of the fact, the company and the axis it belongs to;
the source: register name, operator, URL, and the class of source;
the retrieval record: date and time, method, HTTP status, and what the source
required of us to see it (nothing, or a free account);
a SHA-256 hash of the retrieved document, always;
a copy of the document, where the register's terms permit us to keep one;
otherwise the hash alone, with a note saying why;
a screenshot, for registers that can only be read in a browser;
the parser and its version, and the lifecycle status of the fact with the date
of its next check.
Where it is kept
In private storage that is not published and not indexed. The public data export
contains facts, sources and dates, and contains no personal names.
How long
While the fact is published, and for 24 months after a card is removed or a fact
is retired. We keep it after removal on purpose: if a company challenges
something we published in the past, the answer has to come from the record and
not from memory.
What we will show you
On a challenge, we name the register, the search we ran, the date and the hash,
and we link the source so you can repeat the search yourself. Where a register's
terms let us redistribute the document, we attach our copy; where they do not,
we give the hash and the path to the same document at the source.
Corrections
When a fact changes, the old record is not deleted. It is kept with its dates and
the new record is added, so the corrections log can show what was published
before, what is published now, and on what basis it changed.
